Please how can I invest in Dangote's $9b refinery

The company is borrowing $3.3b but surely he can add my $100 and I'll also have some equity in the whole thing. I'm just saying. Why can't a business like that also raise money from we the small folks so when the dividends come we'll be reach as well.
